Aligning UN Convention Articles with Individual Level QOL Indicators, Systems-Level QOL Indicators, and Exemplary Support Strategies

Since the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) was created, the translation of the Convention into practice has been difficult.

To support the implementation of the UNCRPD, the present study aimed to align UNCPRD articles to specific support strategies to promote Quality of Life (QoL). The methodology chosen to find international consensus was composed by a litterature review and  two international modified Delphi studies.  The aim of first phase was to find evidence and establish consensus to determine the relation among UN Convention articles, QOL domains, and measurable indicators by a group of experts. In a second phase support strategies at Micro and Meso level were generated and evaluated.  The process implied a structured research plan where several Delphi rounds were run until consensus was reached.  As result 85 indicators and related support strategies for each UNCRPD article/QOL domain pairing have reached a cross-cultural agreement. 
This study represents a preliminary step to obtain measurable indicators of the UNCRPD Articles within a QOL framework. Individuals, service providers and policy makers could use the support Elements and Strategies and the standards of supports to establish a common language, develop a dialogue with the clients and their family to orientate the choice and to prospect the possible routes to navigate in the ocean of service provision towards the intended destination of a good QOL by respecting human rights.
